Using Miles to Upgrade for International Flight

Sorry if this has been covered, but I am flying from JFK to Sydney with a layover in LAX. It was one of the cheaper class tickets so it will be 30,000 and $1,000 co-pay to upgrade for a one way business class upgrade to Australia. However, this upgrade is not confirmed on the LAX -> Sydney segment, but is for the JFK -> LAX segment. When I spoke to the representative, he said that even if I did not get upgraded on the LAX -> Sydney segment, I would need to pay the Australian upgrade, even though I only got the domestic segment upgraded. What would be the best way to handle this, given that I would feel taken advantage of for paying the Australian upgrade and only getting the domestic segment upgraded? I do not have any flyer status on United. Thanks in advance.
