Vietnam Airlines uses modern aircraft so safety shouldn't be a concern. I've flown them as a code share with CX before and the service is pretty acceptable.

As for the non-Vietnamese carriers, the Taiwanese airlines, CI and BR, seem to have the bulk of the traffic between US and Vietnam via TPE. My guess is that they got in early, well before US and Vietnamese carriers could fly between the countries due to politics, and offered low fares.
