I respectfully disagree, although maybe I'm giving TSA too much credit. I think it's that stopping overseas shippers from sending explosives in cargo obviously requires intelligence or tactics that passengers never see. Thus, to keep us scared of the TERRORISTS!!! they have to enact a measure in the U.S. that will remind us every time we fly about the failed attack in order to justify TSA's existence.
