If there is a published delay all of our processes are also delayed to match the new ETD. So baggage acceptance, conformance, boarding times all re-align. The staff do know this and apologies that your friend got someone who was less than helpful.
My wife and daughter were returning from CDG yesterday evening and picked up a 35 minute delay at CDG due to the weather. This would have resulted in a missed connection to EDI. I checked arrivals and departures for her as she could not get her iPhone to work and advised her all EDI departures including theirs were delayed by longer. They were allowed to progress via flight connections at T5 to make their original now delayed EDI departure.
My wife did say the agent was somewhat grudging in allowing this to happen.
