The 7D has to be your best bet in terms of cost and quality. The new 60D though has some comparable specs on paper (not seen it yet) but the 7D is the better body it seems so go for the best especially if you want low light ability, more AF points and 8fps.
A couple of comments on some of your other notes:
Regarding HD video - I've had a few stabs at it but the lack of autofocus whilst shooting on the Canons is a hinderance to really making it work for me on an adhoc basis. Their are some stunning videos out there shot with Canon DSLRs but I'd say these all mostly done with rigs for stabilisation and additional view finders (unless the camera is fixed or sat down) (this is a plus point I hear for the 60D with it's twist screen). It's probably not a primary decision factor in reality unless you plan to rig-up and do it professionally.
I know you discounted the 5DmkII on price but I'll stick up for it a little. I considered the 7D but took the 5D as I really wanted to get back to a FF sensor after many years with the 20D. I have a long zoom and the 1,6x crop factor was pushing my 100-400L to an equivalent 160-640mm which sounds good but was quite frankly unusable handheld (even with IS) at the far end. Also I was missing wide angle with a decent multi-purpose lens and good glass. It boiled down for me also on how many lenses did I want to carry around to cover all eventualities. If I took the 7D then the kit bag would have to have three decent lens (can't remember what these were but I was focusing on L glass and low f/stops), with the 5D I can get away with two (24-105L + 100-400L).
