Classic case of YMMV; your originating city may make a difference. I can almost always find a sub-$300 RT SEA-XXX-BWI; very unusual to find the same into DCA. Looking in New England, SEA-XXX-MHT is usually $100-$150 cheaper than SEA-XXX-PWM/BTV.
I agree that WN and B6 are rarely cheaper than the majors these days but their presence in certain cities seems to depress fares nonetheless.
