As far as i'm aware, priority tagging of ED bags is still in the trial stages and doesn't automatically happen at every station or every flight. We usually priority tag ED bags and load them in separate bins at LHR, but if we end up with 1 half empty ED bin and 1 half empty EY bin they will sometimes end up as 1 bin.
