I would rate Vietnam Air very highly, and Jetstar Pacific very low. Today Vietnam Airlines runs quite a tight ship, and I believe their domestic flights are really much better than the long haul runs. My friend is taking the Paris-Hanoi flight next week, and while this flight might not have the service level of Air France, it is more than safe and is on a level with US legacy carriers. I was quite surprised, myself, when I started flying this carrier back in 2008, and domestic flights are a true bargain to boot!
