Sorry, English is not an official language in Switzerland, so here is the relevant link from the Civil Aviation Administration in French:

"A partir du 1er décembre 2006, la Suisse reprend le règlement européen (CE 261/2004) qui établit de nouvelles règles relatives au système de compensation pour refus d'embarquement, annulation et retard important dans les transports aériens réguliers."

Loosely translated: "from December 1st, 2006, Switzerland implements regulation EC 261/2004"
