This happens to me when I am at stadiums where there are basically too many people for the network to handle on one tower. The phone looks like it will work fine though it will never connect or receive any data/calls. Once I wander far enough away from the crowd everything gets through. My guess is that is what is happening here and ATT just needs to upgrade their equipment.
