It's crazy! My iPhone shows 4 bars of service, and I have a good WiFi connection, yet when inside the JetBlue terminal at JFK I cannot make or receive phone calls.
As soon as I board the plane, or walk out of the terminal, I have service.

I've tried turning the phone off & on again but that doesn't help.
