Which Capital One card?

I've been looking at getting a Capitol One card, specifically because I want a CC with no foreign transaction fees. Currently I mostly use an AA Citicard MC or a UA Chase Visa. Both charge foreign transaction fees.

The VentureOne Rewards Credit Card pays 1.25 "miles" per dollar. The No Hassle Cash Rewards Card pays 1-2% cash back. I think I would actually end up with more dollars cash back than I would miles (x100) banked. And as far as I can tell, the miles only convert directly to credit on the account (at 100 miles per $) for actual purchases.

Which of these is really better? Or is there a better alternative for a no (or low) cost card with no foreign transaction fees?
