I was at the LAX ticket counter Sunday using a refund voucher to purchase future travel, and the TA initially attempted to charge me a $30 fee. I pointed out that I thought the fee was suspended from 16 Sep, he did some typing/looking, and said I wouldn't be charged the fee. So, it seems either some systems or training needs to be updated on this change.
