Can you clarify whether or not "near misses" are particularly frequent?
I have always had the perception that air cargo / shipping is somewhat of a security hole. However, if this were truly the case, and if terrorism were as large a threat that those with a vested interest in making it appear to be a threat tell us it is, then I imagine there would have been a number of acts of minor mischief that have been caught.
