The logic is not distance, it's demand.
There is more demand for EWR-YUL than for PHL-YUL. That's why the seats are more expensive.
I fly a lot of EWR-YQB (Quebec City) on CoEx. I have paid as much as $1,799 roundtrip for this 441-mile trip...the same trip PHL-YQB is almost always far less expensive.
