That is not entirely accurate. While they are issued a
foreign air operator certificate (FAOC), there are very few Canadian-specific regulations that a foreign air operator must comply with (for example, one of these is aircraft icing operations).
There are many more examples where the specific operational regulations of States differ and are not required to be complied with when flying internationally. The intenational standard that must be met, as a minimum, are those that are defined in the ICAO SARPs.
