Given the design of AC's E/F suites, there is no eye-level bulkead position to install a Skycot. The seat design would prevent direct access/contact/observation between the adult and a sleeping infant in a Skycot.

We are furthermore mandated to provide an individual safety briefing to an adult traveling with a lap held infant to ensure that the baby is held outside of and away from the inflatable portion of the seat belt. We take infant safety very seriously.

You refer to it as "simply slack", I prefer to think of it as responsible.
What does US FAA say about this?
