For lying around the beach enjoying the generally fine weather in Jan-Feb, the Shangri-La Mactan will be fine and a lot easier to get to.

The Boracay resort is more suitable for people who want to go diving and more of the nature-oriented touristy things. It doesn't sound like you're planning on that kind of stay given it's only for a couple of days.

I'd just stay at the Cebu resort. Cheaper there as well.
