Is that more of a US thing? In other countries where I grocery shop I don't think that the house brand/generic has poor placement relative to the name brand.

Specifically in the last few weeks I recall that I bought Aldi toothbrushes, Waitrose biscuits, and Rossmann detergent and shave gel, and all were at face level.
