What benefit has NZ cut? They allow 20 kgs extra on flights where the weight concept applies. The OP is annoyed because he wasn't allowed to bring the extra weight in the same bag.
I have yet to find any *A rule stating that the extra weight can be carried in the same bag as the 'normal' allowance, thereby risking to bring the total weight of the bag up to 43 kgs (23+20).
For the ones who think that NZ is breaking *A rules by not allowing you to check in a 43 kg bag, please point us to the rule supporting your position.
