With all those stopovers I really doubt you will be able to do it for $1,500 or less. That price is about the lowest available during summer and most low fares allow zero or maybe 1 stopover. You need 2 stopovers so you're being forced into a higher fare bucket.

If you were traveling in winter it would likely be possible..but summer is tough as fares are higher because of demand.
