The Kindle 2 used Sprint/CDMA. The Kindle 3 uses AT&T/UMTS. I'm pretty sure that the Amazon agreement with AT&T allows international 3G roaming, so it should work fine. I think that download pricing is controlled by the location of the user account associated with the Kindle.
