Duty free in Seoul always refused to sell liquids to me when I was travelling to the US or on an US flagged carrier. There is additional screening at the gate, and they do not even allow sealed duty free bags.
The Koreans are too polite to point out to me that it is my country's ridiculous policies that prevent me from bringing in a bottle of fine scotch...not their policies. It is policies like this that make the TSA an embarassment to fine Americans everywhere!
It has nothing to do with US policy but Airport policy in complying with their own security measures. Asian airports tend to have the gate check policy which requires discarding of liquids even after security on all flights not just those to the US.
The SIN security check for baggage is usually prior to check-in.
