It seems to be a common symptom of most of these over 5K packages. From what I gather the packages up to 5K are 'in the system' - something that is automatically set up as part of the rate. These larger packages require manual posting. Frisco seemed like it was reluctance on the manager's part to honor the deal. At 2 others it seemed to be about some sort of gap in the process.
