1. Yes, another CX member can redeem his / her miles to UG you provided that you are in the redemption nominee list.
2. Technically a J to F UG for TPE-HKG-LAX oneway is 60000mi, but since if you only UG HKG-LAX, it would only cost you 50000mi. Most TPE-HKG FLTs do not have F.
