Are you renting under a corporate CDP that allows colleagues to drive? If the answer is yes then he does not need to be present nor do you have to declare him in anyway as long as he is a business associate.

If the answer is no then he will need to be with you. You do not need to return to the renting location, you can do this at any Hertz corporate location, including HLE's.
