I think this is a combination of 2 things:
1) The flight crew routinely forget to turn off the seat belt sign, or leave it on for long periods when there has been no announcement as to potential rough air.
After a few drinks in SC and a 45 minute taxi after a 45 minute delay at JFK - my objective is to be in the bathroom when the sign goes off. I'm getting really good at this.
