Yes, it does.
I just got back. Used my HTC Incredible with the Traveldroyd map set for Rome. Worked great, used the internal GPS. While traveldroyd isn't perfect, and I do have some "usability" issues, it worked perfectly fine for my needs (and was well worth the few $ it cost to buy). I will be doing the same for my next trip.
Even better, I had a mifi on a prepaid TIM plan over there - slipped that in pocket and had the ability to access the internet any time, any where with my Incredible.
The ONLY thing that's a shortcoming with the Incredible is the inability to use Skype via the wifi connection (that's VZ's fault). I am waiting with bated breath for the Ooma droid application. Once one can get VoIP working on the Incredible, then using a mifi will be almost as good as being in the States.
