Municipalities and cities all over the country would be better served by issuing tickets from the cameras until the cameras are paid for, and then using any further violations not as a guaranteed budget item, but as an offset to overruns or a way to pay off debt early.
I have an issue with traffic cameras being run by for-profit companies. I especially have an issue with using them for rolling-stop right turns on red. If right turns at an intersection are unsafe, then post/enforce "no right on red". Don't slap up a camera.
I've thought it would be funny to find non-permanent ways to mess with the cameras. Most of them use a strobe light to flash the picture at night. Mounting a standalone camera flash near your license plate in optical slave mode would blind the camera when it took a picture of your car. Paintball guns would also be fun. So would lighting the camera with a tripod-mounted laser from a thousand yards out so the sensor was overloaded.
