Refundability of AS tickets -- for MVPG members?

I know that all paid tickets can be cancelled/refunded within 24 hours....and that an MVPG can change a ticket anytime, without paying the 'change' feel. Also, I know that an award ticket booked by an MVPG can be cancelled and miles redeposited w/o a fee.

Is a normal, paid ticket -- booked by an MVPG (with that member also being the traveler) -- also fully refundable after the initial 24 hour period? Or only just 'changeable'?
