I would agree that Pat Friend (FA union leader) wants carry-ons limited. She has harped on this subject for a long time. I would disagree that airlines really want carry-ons limited.
Airlines sometimes deliver what the passengers demand. Prior to October 8, 2001, AA allowed F and C pax to carry on as many as three bags. Had AA any strong interests in limiting carryons, AA could have restricted the number of bags its premium pax could carry on. But AA did not. Maybe other airlines did, but not AA.
