I'm not sure where you have been flying lately, but on the extremely rare times when I am in baggage claim (usually when I am traveling with neophyte companions) I have yet to see luggage appearing within 30 minutes, irresoective of the time required to unload passengers. If airlines could actually deliver baggage this quick, I would start considering checking. As long as passengers follow the quantity and size rules, I have no complaints.
