PS - I inadvertently did this a few months ago and could have sworn priceline simply asked me to increase my bid once I put in the new CC info.

Your method is perfectly within the rules and consists of raising bids or varying bids in steps to a combination that is accepted. In principle, the other involves breaking the rules by lowering the amount based on an accepted but not paid bid until it reaches the minimum level that can still be accepted.
