This may seem odd, I'm about to fly DL for the first time in a long time and want to use my laptop in flight. I've flown on airlines like CO & UA and been able to use my laptop and been on airlines like US where I couldn't even get my laptop a quarter the way open cuz of lack of space. Based on your profile, I'm going to guess you're not a DL elite. But if you are, I just did 4 MRs and on all the flights, I was in the exit row. I was able to use my 17.3" laptop, no problem at all. A little awkward when the drink service came through, but I had a pillow that the front part of the laptop rested on with the back on tray, and the drink behind that.

You might want to check the aircraft on seatguru.com and select a seat behind an exit row that doesn't have reclining seats.
Just personal experience, but I've always found that the second exit row (if there are 2) always reclines, which doesn't do the OP much good. Have you been on A/C where the 2nd exit row doesn't recline?
