Just doing a quick search on AC for SFO-YYZ in Jan, I don't see any tango fares available at all. They are all Tango Plus or higher. In the past, I have not had issues getting 100% mileage credit on UA or OZ when traveling transborder/USA.

Though, I am not sure how codeshares will map, I have had good success ie yyz-dfw on UA ticket stock translated to tango plus.
