If anything, I think they could/should offer consideration based on flying the rest of this year. Their SuperElite-for-heavy-transborder promo is probably shot, but something like that, such as Elite for some serious flying this fall.
Say, Elite for 8750 (25% of 35k) Q-miles in Q4. And SE for 25000 Q-miles in Q4. Or reduce the targets by 10-15% to accommodate people who need some time to recover and get back on the planes. (Double Q-miles on all flights for a certain time would have a similar effect, except that it penalizes those who've flown regularly all year but are now grounded by family or corporate requirements, so lower targets would be more appropriate in this case).
That way they reward action rather than inaction.
