No. International flights to/from HND are pretty much restricted to the late evening/early morning. That's to maintain NRT's status as the primary international airport for Japan. So HND for many international travelers will be a termination/origin point rather than a connecting hub.
The transport ministry will no doubt let the big 2 use their slots as they wish(sooner rather than later)! This will enable NH and JL to decamp from NRT, leaving it for the foreign airlines and discounters (they are already in the planning stages for a LCT at NRT, where the old JL Hangers are).
