No. International flights to/from HND are pretty much restricted to the late evening/early morning. That's to maintain NRT's status as the primary international airport for Japan. So HND for many international travelers will be a termination/origin point rather than a connecting hub.
For now. But that restriction will be lifted in a couple of years. And the restriction has more to do with the busy domestic traffic during the day time than maintaining NRT's status
