From November 1st, you can give BA your redress number, if you have one. To say you have to give one would imply that everybody has a redress number.

That aside, those who have encountered problems in the past have been supplied with a redress number. I don't believe that they are proactively handing them out to people because there are many other factors that can distinguish those with common names.
