Notice the first line of the chart above. "Earned for
paid flights". AFAIK, R,O,N, and E fares are not paid tickets. L,U,T, H,Q, and K all earn SkyMiles and MQMs. If you look at the second line of the chart above where I mention "cheaper coach fares" the first column reads "
Bonus for Medallions on paid flights". A medallion does not earn a BONUS when flying cheaper coach fares but does earn the normal SkyMiles and MQMs.
In regards to the link you provided. Notice that the only row in Delta's chart that earns nothing are the R,O,N, and E fares. I think these are all award ticket fares. Also notice that the only column missing a percentage is the column headed "Class Bonus". True, I will not earn a bonus as a medallion on K through L fares but my SMs go up, my MQMs go up, my MQSs go up, my MMMs go up, and my LMs go up ----- just not with a class of service bonus... just base miles earning.

If you book a flight on a ST partner and the fare earns MQMs then the fare earns MMMs. MMMs are determined by MQMs. I remember that some fares on ST partners do not earn miles or earn only 50% miles. But it is my understanding that purchasing (read: paid) flights
through DL on ST codeshares will earn MQMs. If one purchases directly from a ST carrier then some of that carrier's cheap fare codes might not earn MQMs.
Perhaps if I changed "Earned for paid flights" to "Earned for flights paid to DL" would clarify?
