You don't have to have a US AT&T phone number -- just a US phone number. The iPad data plan does not require an AT&T phone data plan or contract -- they are separate and the iPad is a month-to-month arrangement. No minimum.
I know someone who has no AT&T phone, but bought an iPad and purchased the data plan. In looking at my iPad, all you need is a credit card number and contact details (including a phone number) in the US to set it up.
