Again wrong. It is prepaid for with automatic renewal via credit card by default. For either 200mb/$15 or 2gb/$25 per month with extra available for the 2gb. It is not a contract, but has autorenew with AT&T. I actually currently still pay $30 for unlimited, although I have never come close to the 2gb and could switch down to $25.

And at least the US sold iPads are not locked, so any other sim will work. Afik elsewhere sold iPads are also not locked, but I haven't looked really into that.
