I dont believe as yet it is possible. Its AT&T exclusive and in order to activate the sim you need to register your AT&T landline number

This might just be me being dense of course but the Apple store confirmed this

Whilst such things exist in the UK, I am led to believe it is not yet in the US (possibly due to the extent of free access wirless networks in public places)
