Yes you can Roam with them (Last year I bought a Phone in LAX, used it in LAX, LAS, PHX, NYC and MIA).
However, here's the downside and why I mentioned "Phone-Only" (what should have probably been "voice-only"): They don't sell SIM-Only, but only bundles including phones. The SIMs and Phones are locked together (both ways), so you can not use the SIM in any other phone.
However, if you don't need data it's still a no brainer, as the phones are effectively free.
I face that issue next month and am now wondering if I should get Net10 for Voice, or T-Mobile so that I can use Data on my unlocked Android. We'll see...
