So, definitely an 'under 21' can be guested into the PC, they simply are not permitted to be the primary member! My understanding is that -- depending on the method of access to the PC, -- ie. For sure family under 21 is permitted. My question is whether a non-family member, regular guest, who's under 21 is permitted. The rationale could be that children under 21 are sticking with their parents anyways, and the parent would be responsible not to serve alcohol to a minor. But for guests, they may not necessarily stick with the primary member. I could be wrong though (and I REALLY hope I am!)
