I wonder if that emphasis is in place to prevent people circumventing the number of guests (usually two, but not sure if CO PC membership permits more) permitted by claiming multiple adult family members (I think one is allowed more than 1 child plus spouse)?

Not sure. For people who are permitted to bring in guests, sometimes it's 2 and sometimes it's 1. "Family" refers to spouse and children under 21. Perhaps the emphasis is that once your child is older than 21, he/she is no longer permitted to enter as "family."
Either way, considering that it's ME that's under 21, and not my guest (I'm the one trying to get guested in,) I really hope they don't turn me away! And honestly, I don't even care about the drinking (which is why it's 21). All I want to do, is be able to sit in a quiet area, surf the web, and watch the Giants game!
