In the U.S.--#1 My mother's homemade donuts. #2 May's Donuts, New Castle, PA. The donuts made by the new owners aren't quite as good as those made by the former owners, but still better than anywhere else in the USA.

Outside the U.S.--Bosnia has the best jelly donuts bar none. Also hands down the best coffee.
