A free Terminal shuttle Bus connects the international terminal to the other terminals roughly every six minutes from 5.00am to midnight daily:

I have taken the shuttle bus in the past (before the creation of the new international terminal). It was very straightforward and very quick. T2 is a good terminal for grazing and gazing. The new international terminal might be too - but I anticipate T2 will have the edge for a while.
I anticipate that many FT-ers will be asking "Can I visit Tokyo with my four hour layover". Fortunately, the international terminal has its own stations on the monorail and keikyu railways, which offer quite rapid connections to central Tokyo. This would make it quite feasible for someone in your position to choose a hotel at, say, Shinagawa Station ... if you wanted to.
