However, the crew member was doing something very very wrong in terms of safety procedures for crew. Ignore the it should/should not be switched on... The fact that they were using it during a critical stage of flight, against everything that we are taught and told is the biggest concern here.
Yes, some will constantly want to rebel against being told not to do something, and that is always the way it will be. People, especially people who feel that they are more important than everyone else.
