I would think that 45 segemtns DXB-DOH would not be what they are looking for-- hence maybe why it is Invite Only- as there are other requirements.

I thin kwe will still need to wait for this to be official before we can guess wha tis the real requirment or rationale behind it.

If it does go from Gold to IO (with 45 J or F only) then there is still a real gap for those of use fying mix of Y J and F over 40 segments and over the 100K mark.
